0voteA: the Torah Template is for Sefer Torah, for Megilla you will need a Megila Template
0voteA: One is not better than the other when it comes to writing sofrus. If you are a novice and haven't done this before, you may be happy to jump in and learn to write before you learn to cut your own quills. Many experienced Sofrim like to cut their own quills just so. You may also want to consider the fact that there is quite a difference in price between the two. It might be worth your while to learn how to cut a quill.
